I have spent thousands of APs (and novices -- 5 at a time) to figure out just how PWA / MIL blocks work. This chart, beautifully designed in MS Paint, shows what level of forces you may encounter depending on what your attacking retreat level is.

Forces Encountered:

N = Novice (20-60)
E = Experienced (45-135)
M = Master (80-240)
NE = Novice Enforcer (140-365)
EE = Experienced Enforcer (180-665)
ME = Master Enforcer (245-705)
NL = Novice Leader (???)
EL = Experienced Leader (???)

Guns:

P = Pistols
R = Rifles
G = Gatlings
L = Lasers

Armor:

V = Vests
J = Jackets
B = Bodysuits

Just in case you can't figure it out:

Set your retreat level to 2 and you will only encounter novices.

Set your retreat level to 7 and you will encounter any one group of the following:
Experienced, Master, Novice Enforcer, Experienced Enforer, or Master Enforcer.

Zeus - Do you mean how many you get?

RD - Easily amused, yes. Too much time, never. :-)

Yup, how many you get and which types...

I thought it was random, but perhaps you had find out a pattern too :):)

Nope I haven't checked for a pattern but it seems completely random.

after reading a lot and getting prepaired i was able to succefully attack both a PW and a MIL, did not get the best of things but it worked and got some decent things. My question is that once you attack, do you just loot the place and leave. ok i understand that, and you do not get the block, but are you able to attack the same one again, and if so is it going to be another random generation of forces?? or will it be less rewarding and not worth attacking again and i should move on to another?.

You can keep attacking the same block repeatedly and will get random results.

So, Experienced Enforcers and Master Enforcers are armed with Gs. WHat are Gs?

You're welcome. I should have figured that out on my own, since I can sell gatlings on the black market when I finally get some.
