Since con is like fatigue in wrestling its easier to counter and get out of subs. When worn down a lot its harder to get out of these moves so the counter chance goes down with low health, but sub chances goes up....

This is how it is in wrestling.

Also instead of counter damage, a counter gives you a free move, you can counter most moves with any move except for diving attacks. you can counter a powerbomb with a shoulder block.

Wrestler A is attempting a powerbomb, but Wrestler B gets out and attempts a shoulder block, but Wrestler A gets out of the way, Wrestler A makes a back body drop for X amount of damage.

Diving moves:Wrestler A attempts a top-rope splash, but Wrestler B moves out of the way for X amount of damage.

For diving moves there will be a chance to recover from the miss before the opponent to make it fair like 50%
